Department of Workforce Services Office of Child Care

Child care is a topic of importance to families, early care providers, school age providers and policy makers. Interest in assuring a quality system of child care has intensified because the availability of affordable, quality child care is directly linked to economic and social benefits for the state. Parents can work, employers can fill jobs, the tax base can grow and our children's needs for nurturance, supervision, socialization and intellectual stimulation are met when an adequate supply of quality child care is available. The Office of Child Care (OCC) has continued to make progress over the past year to develop and implement initiatives to assure children and families receive the supports they need within their own communities.

The EYH conference provides opportunities for young women to meet and learn from women working in science- and math-related fields. The event features an opening session, three hands-on workshops, lunch and a keynote presentation. The conference is based on the assumption that intervention strategies are needed to increase the participation of girls in science, technology, engineering and mathematics (STEM) by nurturing enjoyment and confidence in those subjects, by connecting their value to career opportunities, by providing career role models, and by actively encouraging girls to persevere in STEM coursework.

Merit Preparatory Academy

In the Junior Seminar class we explore colleges, financial aid options, the military, resumes, interviewing skills, and options to go abroad. students are shown all the different directions they can take after high school (instead of feeling like their path has already been chosen for them by family or community expectations). Usually, the girls have loftier goals than the boys! Then in Senior Seminar, the students actually choose one of these directions to pursue, and start heading in that direction, whether it's filling out college applications, securing a job, or passing military tests. I help them set goals in these areas and push them to further their plans and secure their future, as opposed to waiting until they've graduated to start figuring things out.

Reality Town

The actual Reality Town activity is two hour simulation held in a large gathering area within your school (i.e. gym, cafeteria). Before entering Reality Town students receive a Student Handbook and Personalized Pay stub which contains information about their Reality Town family; their spouse, or lack thereof, and the ages and gender of their children. As part of the preparation for the Reality Town Simulation, students learn about student and business loans and tax withholdings as they examine their personalized pay stub. In the Reality Town simulation, students make financial decisions regarding their Reality Town family and their monthly expenditures as they visit 22 different businesses that have been set up around the gym including groceries, housing, medical office, child care, etc., which are staffed by local professionals, community volunteers and parents. With each choice they make at the different businesses, students establish their Reality Town lifestyle, and determine their monthly budget. Financial Counseling and Supplemental Income Businesses provide struggling students with additional help and financial resources to aid them in their Reality Town adventure.

SUU Child Care Grant

The Center for Women and Families has received a $60,000 grant in October 2009 to help our students' subsidize their child care costs. The average cost of full-time child care in Cedar City totals $400-500 per child. With the grant in place, for the parents that apply we can pay anywhere from 50 to 90 percent of their day care costs. Parents' subsidy amount is based on a sliding scale that takes into account their Adjusted Gross Income (AGI) and the number of credits they are currently taking. Other factors do contribute but are not as substantial. Parents, in return, are asked to volunteer 4 hours per month at their family's childcare facility or another facility that is preapproved by the CWF Director, remain in good financial standing with their family's childcare facility, participate once a month in a parenting workshop or program offered by the Center for Women and Families and maintain a 2.5 GPA (or better) for continued eligibility next academic year.

U of U Child Mentor Program

The Child Mentor Program is designed to provide support to children who have been through child abuse investigations. A Child Mentor's role is to be a friend, a positive influence, and a reliable and consistent presence in the life of a child. Mentors are assigned a child to work with one-on-one, on a weekly basis, for six months. Mentors are encouraged to participate in fun and healthy activities with the child. Going to story-hour at the public library, getting an ice cream cone, or going roller-skating are some of the things the mentor and child may do together. The point is to have fun and be ready to listen. As a mentor, you are in a position to let the child know that you are there for them if they need help. As a friend, you are in a position to let them know that someone really cares. We also need volunteers who can give two to four hours weekly to help children at the CJC.

UESP (Utah Educational Savings Plan)

The Utah Educational Savings Plan (UESP) was established by the Utah State Legislature in 1996 as a nonprofit, tax-advantaged college savings program to help parents, grandparents, and other interested parties save for loved ones' future college expenses. After more than a decade of growth, UESP holds more than $4 billion in assets under management in over 187,000 accounts as of October 31, 2011. A leader in the college savings industry, UESP is regarded as one of the best 529 plans in the nation for its low fees, flexibility, and variety of investment options. In October 2011, Morningstar, Inc., ranked UESP a "Top" 529 college savings plan saying, "The plan's ‘Top' rating reflects the straightforward, low-cost investment options and strong management." Financial guru Clark Howard labeled it "the nation's finest 529," Clark's 529 Guide, 2010. Tens of thousands of Utah and non-Utah residents alike have benefited from UESP's mission to help account owners build up their college funds while enjoying tax advantages. UESP initially offered a single investment option in the Public Treasurers' Investment Fund (PTIF). In 1999, UESP began adding additional investment options of select Vanguard mutual funds. An FDIC-insured Zion's First National Bank savings account investment option was added in 2009.

USU Extension Educational Network for Latinos, Computer Assisted Language for Non English Speakers (CALFNES)

Hector Mendiola, a retired pediatrician from Mexico City, who was living in Utah, noticed that many of the children of migrant workers were illiterate in their native tongue and so he developed, along with Fred Berthong, a local community volunteer, a computer assisted program to help Hispanic youth who were illiterate in their native language to learn to read and write in Spanish. The CALFNES program (Computer Assisted Language For Non English Speakers), which they created, and is now in the public school system, got the attention of the Mexican Federal Government, which in turn has led to recognition and connections with other federal officials and private businesses who provide educational programs to Mexicans living abroad. Other successes then followed Dr. Mendiola's success.

Utah Federation for Youth

Education: UFY provides educational opportunities and resources to youth, parents, and the community to encourage leadership and communication and to reduce and prevent drug abuse and violence. UFY programs rely increasingly on service-learning as a proven practice to develop character, skills, and leadership. As a community-based organization, UFY has taken a lead in promoting service-learning training and opportunities in order to help other local organizations to create service learning projects within their own spheres.

Target Population & Needs: Having observed the particular needs and problems that at-risk, low income, and minority youth experience in our Utah community, UFY focuses on providing access to opportunities and resources. Often, these youth lack positive interaction with adults and have limited access to appropriate resources. UFY takes the lead in creating partnerships so that local youth have increased access to mentors and facilitating programs that develop leadership skills and respect for self and community.

The Utah Federation for Youth is proud to announce the opening of our new youth center. We will be housed in the South Parc apartment complex, and our program will be a part of the complex's Hser Ner Moo Community Center. In partnership with the South Salt Lake Recreation Department, youth will receive academic support, one on one mentoring, drug and violence prevention and lots of fun activities. We are always in need of lots of supplies to keep the center running.

The children who are entrusted to us need that example, for without it, who will they grow up to be? We are Caregivers, we are Teachers, and we are Mentors. It is not enough to simply watch and observe it is a matter of planning, executing, and taking the time to create an environment of learning trust and care. For us this is more than just a part time job. Children are discovering who they are. We are here to help them find that person and they in turn, will pass that on to the next generation. What we do is not day by day, but it extends by generation.
